You can't work with distractions, these including plants and other lawn elements. And then comes the dig. The soil below must be compacted. This next step is optional but safe. It can protect against flooding and freezing. Then base material, whatever is chosen. Next is leveling sand, used to make sure space has no lumps and bumps, perfect for pavers to lie.
